If you want to join a kingdom, find a castle in the area and speak to the lord inside. If there is no lord, try a different castle. I have an independent kingdom (left Vlandia) .In this order , I got to tier 4 , left Vlandia with my fiefs (1 town + 2 castles), created my kindom, got a vassal (for 140k), then completed Neretzes folly and assembled the dragon banner BUT Istiana won't see me as an independent kingdom , cant join another kingdom (no dialog option), cant
makes no difference gameplay wise. if you make your own imperial kingdom, you'll have to fight the empire in order to unite them under your rule. if you make your own non-imperial kingdom, you'll have to fight the empire in order to wipe them out. end result is pretty much the same. #15.
Can't create kingdom. Have all of the requirements done. When I speak to arzagos I theboption is grayed out. He keeps saying to speak with my governor of a non imperial settlement? You need to have a fief (non-imperial) and put a governor in place. Go and talk with them at the fief and you can start a kingdom.

Personally my first policies i think were royal guard, castle charters, council of the commons, and I cannot remember the rest off the top of my head sadly. I would say do everything to boost party size. And another thing, if you have a newer save of the game if you didn't know already, appoint your companions as lords.

But it does not mark the "own an imperial settlement" box as complete. If i go to the Arzagos quest, it says "own a settlement" only and is marked as complete.
