That looks very smooth in the video. GW2 mounts are always impeccably designed and executed. It’s a nice little QoL improvement for map completion as well. The best completion route for Orr is basically dive into the water when needed and get back to the surface as fast as possible to mount up.
Now it makes sense why the Skimmer underwater mastery was added! It seems apparent that the new boats will effectively replace the Skimmer as ways of travelling over water (I imagine), and so Anet didn't want to be left with a completely redundant mount. Hopefully it still has some versatility coming out of the new expansion.

I appreciate the movement speed buff for skimmer on water, but it highlights even more how painfully slow it is on land. Considering skimmer gives little to zero advantage on land compared with other mounts, is there any harm in increasing the land movement speed to be useable, for those of us who prefer this one mount for aesthetic reasons rather than constantly swapping between all the mounts?
