A: Some users who have older operating systems will have these files missing from their system, or due to various issues these files will be missing from their system32 folder, this guide helps those users add these files back in. Thisseems like trying to find a specific version of the runtime (VCRUNTIME140_1.dll), and not finding the runtime lib from its correct path. On my machine the path to the correct library is C:\Windows\System32\vcruntime140.dll - notice the missing _1 in the filename. edit:
